There's a new website for windsurfers:
Boardsurveyers. This is a great place to put in information about your favorite windsurfing board or boards into a large user-created database. As the database gets bigger, then it becomes a great place to find out information about a particular board. As well, it has searchable criteria for boards. For example, if you want to search for a high-wind wave board, you can put in those requirements into the database and it will give you suggestions.

I looking to get back on a windsurf this summer after years I didn't and I'm stuck in the city.
PxPilot, check the link on my home page for the Hudson River Windsurfers. I just tried that and it worked.
I think the main spot for windsurfing in the city is Plum Beach in Brooklyn, right off the Belt Parkway. You need to have a car though to get to it. Do you have your own car? I know in the city that can be pretty iffy. If not, my local spot, Peekskill, is right off the Metro North railroad, as in thirty feet.
